In accordance with the Open Public Meetings Act, notice is hereby provided of a meeting of the NJSBA Resolutions Subcommittee.  The meeting will be held on April 9 at 9 a.m. at NJSBA headquarters, 413 West State Street, Trenton. The meeting is open to the public.

The agenda, to the extent known at this time, will include review and action on six resolutions which will come before the Annual Delegate Assembly on May 14, 2016.  The resolutions that will be considered by the subcommittee are listed below, including the sponsor and the topic.

Notice is also provided that the Emergency Resolutions Subcommittee may be required to meet on May 9 if any resolutions are received by the Association to be considered as emergency resolutions for the Delegate Assembly agenda.

Glassboro (Gloucester) The resolution proposes additional language for inclusion in NJSBA Manual of Positions and Policies on Education stating the NJSBA should urge the Legislature to amend the Interdistrict Public School Choice Program Act to remove the prohibition upon a school district from maintaining at the same time both a tuition program pursuant to N.J.S.A.18A:38-3 and a choice program.

Highland Park (Middlesex) The resolution proposes additional language in NJSBA Manual of Positions and Policies on Education that New Jersey should continue to provide multiple pathways to a high school diploma that include alternatives not based on standardized tests.

Neptune (Monmouth) The resolution proposes additional language in NJSBA Manual of Positions and Policies on Educationmoving the drop-out age from 16 to 18 years of age.

Wayne Township (Passaic) The resolution proposes additional language in NJSBA Manual of Positions and Policies on Education that states any unfunded or underfunded curriculum programs mandated for all students should be excluded from the budget caps/spending growth limitations. Limitations should include only revenues necessary for regular education programs, which are not state mandated.

South Plainfield (Middlesex) The resolution requests the NJSBA to lobby NJ state legislators to reach a legislative solution to fully fund the state’s pension funds as soon as possible, without requiring any additional costs to become the financial responsibility of the board/district/employees.

South Plainfield (Middlesex) The resolution requests NJSBA to lobby NJ Federal legislators to amend the Affordable Care Act and eliminate the imposition of the Cadillac Tax on public entities, including school districts or in the alternative modify the Cadillac Tax requirement so the tax may not become the financial responsibility of the board/district/employees.
