The NJSBA Delegate Assembly will meet Saturday, Dec. 10, 2016, at the Conference Center at Mercer, 1200 Old Trenton Road, W. Windsor, N.J. (at Mercer County Community College). The meeting begins at 9 a.m., with registration open at 8 a.m.

NJSBA reminds all school boards that decisions made by each Delegate Assembly are followed by action by NJSBA that often results in the introduction of legislation; the stopping of undesirable legislation; or the adoption of new State Board of Education policies. The Delegate Assembly gives local school boards the opportunity for input before these far-reaching statewide policy decisions are made. Therefore, we urge boards to review the committee reports and resolutions so that their delegates are familiar with the issues. Policies adopted by the Delegate Assemblies are codified in NJSBA’s Manual of Positions and Policies on Education and can be viewed on the NJSBA website at staging.njsba.org/da

Task Force to Study NJSBA Governance The ad hoc committee reviewed several matters, among them, whether to amend the bylaws providing additional language stating that, upon the decision to run for a municipal or county governing body, or state or federal office or assume the chair of a county or state political party, an individual must step down from the NJSBA or county school boards association leadership.

Resolution for Consideration There is one resolution on the agenda:

Marlboro (Monmouth)The resolution proposes that NJSBA include additional language in its Manual of Positions and Policies on Education requiring NJSBA to support changing the burden of proof in special education disputes so that the burden is not always on the district, as required by current law, but is placed on the party bringing the complaint to court.

Additional Agenda Item Also on the agenda is the Sunset Review of File Code 2000, Chief School Administrator Salary Caps, File Code 3000, (Business/Noninstructional Operations) and File Code 4000 (Instructional and Support Personnel) of the NJSBA’s Manual of Positions and Policies on Education.
