NJSBA has developed a new sample regulation that local school officials can follow during this year’s administration of the PARCC assessment, the statewide testing program that will begin in April.

“Since the 2015 test administration, the Commissioner of Education and the U.S. Department of Education have provided additional guidance on state assessment programs, including how to address situations in which parents indicate their child will not participate,” said Dr. Lawrence S. Feinsod, NJSBA executive director.

“School board members and administrators continue to seek guidance about federal and state testing requirements. NJSBA developed the sample regulation to help local school officials navigate situations that may arise during test administration.”

Developed by NJSBA’s School Policy Service and Legal Department, the document reflects the latest guidance from the New Jersey Department of Education and the U.S. Department of Education. The sample regulation accompanies a revised edition of “Your Local School Board, Your Students and PARCC: Frequently Asked Questions,”  NJSBA’s comprehensive resource on law, regulation and court decisions governing the responsibilities of local school districts in administering statewide assessments.

An estimated 900,000 New Jersey students are expected to participate in the state assessment program this spring, according to state education officials.
