The New Jersey School Boards Association reminds all school boards that decisions made by each Delegate Assembly are followed by action that often results in the introduction of legislation, the stopping of undesirable legislation or the adoption of new State Board of Education policies. The Delegate Assembly gives local school boards the opportunity for input before these far-reaching statewide policy decisions are made. Therefore, we urge boards to review the committee reports and resolutions so that their delegates are familiar with the issues. Policies adopted by the Delegate Assemblies are codified in NJSBA’s Manual of Positions and Policies on Education and can be viewed on the NJSBA website at staging.njsba.org/da

RESOLUTIONS

Highland Park (Middlesex) The resolution seeks additional language that New Jersey should continue to provide multiple pathways to a high school diploma that include alternatives not based on standardized tests.

Neptune Township (Monmouth) The resolution seeks additional language moving the dropout age from 16 to 18 years of age.

Wayne Township (Passaic) The resolution seeks additional language that states that any unfunded or underfunded curriculum programs mandated for all students should be excluded from the budget caps/spending growth limitations. Limitations should include only revenues necessary for regular education programs, which are not state mandated.

Glassboro (Gloucester) The resolution proposes NJSBA should urge the Legislature to amend the Interdistrict Public School Choice Program Act to remove the prohibition upon a school district from maintaining at the same time both a tuition program pursuant to N.J.S.A. 18A:38-3 and a choice program.

South Plainfield (Middlesex) The resolution requests NJSBA to lobby New Jersey federal legislators to amend the Affordable Care Act and eliminate the imposition of the “Cadillac Tax” on public entities, including school districts, or in the alternative, modify the Cadillac Tax requirement so the tax may not become the financial responsibility of the school board/district/employees.

South Plainfield (Middlesex) The resolution requests the NJSBA to lobby New Jersey state legislators to reach a legislative solution to fully fund the state’s pension funds as soon as possible, without requiring any additional costs to become the financial responsibility of the school board/district/employees.

Also on the agenda is the sunset review of File Code 1000, (Community Relations) and File Code 2000 (Administration) of the NJSBA’s Manual of Positions and Policies on Education.
